OFCA

  OFCA certification is the Hong Kong Communications Authority(Office of the Communications Authority)。

  Since 1 April 2012, all duties and powers of the Telecommunications Authority (TA) have been delegated to the Communications Authority (Communication Bureau) and all duties and powers of the Telecommunications Authority (OFTA) have been granted. The Executive Office of the Communications Bureau - Office of the Communications Authority (Communication Office).

  The purpose of OFCA certification is to ensure the safety of products used in Hong Kong and to prevent telecommunications products from interfering with public networks. Telecommunications equipment that has been tested and complies with the relevant technical specifications can only be used in Hong Kong after being awarded a certificate by the Director of Communications.

  According to the Hong Kong Telecom Equipment Certification and Verification Plan, telecommunications equipment verification requirements are classified into the Voluntary Verification Program (VCS) and the Compulsory Certification Scheme (CCS). Under the voluntary verification scheme, it is voluntary to apply for verification of telecommunications equipment. Even if such equipment has not been verified to comply with the relevant technical specifications, it can be sold or used in Hong Kong. However, manufacturers, suppliers and distributors must ensure that their own telecommunications equipment complies with relevant technical specifications even if they do not apply for verification. Public telecommunications network operators may refuse to connect user premises equipment that does not meet specified specifications to its network. In addition, anyone who uses or sells radiocommunication equipment that does not comply with the HKTA specification is in violation of the Telecommunications Regulations (Chapter 106) and is subject to prosecution.

  Under the mandatory verification scheme, it is mandatory to apply for verification of telecommunications equipment. Before using or selling telecom equipment in Hong Kong, it must first be verified to meet one of the following specifications:

    (1) Related HKCA specifications;

    (2) Technical standards specified or recognized by the Director of Communications, if there is no relevant HKCA specification;

The OFTA certification process certification process is divided into document identification and equipment identification.

Document identification:

    (1) Review the technical specifications or manuals submitted to verify whether the telecommunications equipment is likely to be authenticated by the corresponding equipment;

    (2) Review the type of certification issued by other authorities and related test reports to verify whether the equipment needs to be identified;

    (3) Review the submitted test report issued by the accredited testing agent to verify whether the equipment needs to be identified.

Equipment identification:

    (1) Testing the samples of telecommunications equipment in accordance with the relevant HKTA specifications according to the certification body;

    (2) Testing the samples of telecommunications equipment in accordance with the relevant HKTA specifications or equivalent specifications according to the approved testing agent;

    (3) Verification of the type of telecommunications equipment approved by other authorities in accordance with the equivalent specifications for the HKTA specification, together with the relevant test report.
